With further reference to my letter of the 1st March and subsequent semi-official discussions, I am directed by the Board of Trade to state that Mr. Wilton, one of their Ship Surveyors, is now prepared to volunteer for service with the Hong Kong Government on the amended conditions which have been suggested.

The Board enclose herewith a copy of the conditions which were originally circulated with a view to securing an officer willing to undertake certain duties for the Hong Kong Government and these conditions have now been amended in the following

manner.

It is understood that the Hong Kong Government will be prepared to pay full pay instead of half pay while the officer is on voyage and it has been agreed with the Lords Commissioners of His Majesty's Treasury that as the experience will be valuable to Mr. Wilton, the period of his loan may be allowed to count for increment. It is understood also that the duration of Mr. Wilton's stay in Hong Kong will be limited to six months.

If the Hong Kong Government are prepared to accept the loan of Mr. Wilton on these terms, it is understood that steps will be taken to obtain as early as possible a Surveyor who can be trained to take up service in Hong Kong as soon as possible after Mr. Wilton returns to this country.
